Short answer. Ranchi is the capital of Jharkhand, on the Chota Nagpur plateau. The British made it an administrative headquarters in 1843, it served as Bihar's summer capital, and it became the state capital when Jharkhand was formed on 15 November 2000.
The name is disputed
Wikipedia gives two accounts. In one, the British captain Thomas Wilkinson chose Archi (said to mean "bamboo forest" in the Nagpuri dialect) for his headquarters and it was inadvertently written as Ranchi. In the other, the anthropologist Sarat Chandra Roy traced the name to the Mundari word aranchi, "a short stick used in driving cattle". This page does not pick one.

Evidence status
The creation of Jharkhand on 15 November 2000 under the Bihar Reorganisation Act, 2000 is confirmed by search results from India Code and the Government of Jharkhand. For 1843, other accounts describe the frontier agency's headquarters moving to Ranchi (then Kishunpur) from Lohardaga; we have not found an official source for this and rely on Wikipedia.
